The Fiscal Responsibility Commission (FRC) has launched its 2026 Management Retreat with a renewed commitment to strengthening transparency, accountability, and sustainable fiscal governance in Nigeria through the implementation of a newly approved Strategic Plan.
The four-day retreat, holding from May 11th  to 14th 2026, at Zuma Rock Resort in Niger State, was declared open by the Acting Chairman of the Commission, Charles Chukwuemeka Abana, who described the gathering as a defining moment in the institution’s transformation journey.
Addressing management staff and senior officers during the opening ceremony, Abana said the retreat marked the beginning of a new era for the Commission as it seeks to reposition itself to meet growing public expectations for prudent management of national resources.
The retreat is themed “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan.”
According to the Acting Chairman, the retreat is aimed at reviewing operational processes, deepening institutional reforms, and equipping the Commission to respond effectively to emerging fiscal realities and digital governance challenges.
“This Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” Abana stated.
He noted that Nigerians now expect stronger transparency and accountability in public finance management, while government institutions and development partners are demanding more robust oversight mechanisms from the Commission.
Abana explained that the new Strategic Plan would focus on strengthening monitoring and enforcement systems, improving stakeholder engagement, enhancing inter-agency collaboration, leveraging technology for operational efficiency, and building institutional capacity across the Commission.
As part of the reform agenda, he unveiled the Commission’s new Vision and Mission statements.
The new Vision is: “To be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development.”
The Mission statement seeks: “To promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”
The Acting Chairman further disclosed that the retreat would examine the Commission’s statutory responsibilities in line with evolving fiscal realities, while also focusing on institutional coordination, compliance monitoring, staff productivity, innovation, and teamwork.
Abana also reaffirmed the Commission’s commitment to supporting Nigeria’s emerging tax reforms and fiscal policies through effective oversight and accountability mechanisms.
“The Fiscal Responsibility Commission will act as a watchdog and policy-support institution in the new tax regime to ensure transparency, accountability, efficient revenue management, and sustainable economic growth in Nigeria,” he said.
He urged management staff and senior officers to embrace the Strategic Plan with commitment and discipline, stressing that its success would depend on collective ownership and effective implementation.
Participants at the retreat are also expected to benefit from capacity-building sessions on organizational process improvement, problem analysis tools, process mapping, and emerging Artificial Intelligence applications within the fiscal ecosystem.
The retreat received strong endorsements from development partners and civil society organizations.
Speaking on behalf of the Country Director of the Rule of Law and Anti-Corruption (RoLAC II) Programme, Associate Project Officer, Muhammad Sani Kassim, reaffirmed the organisation’s commitment to supporting the Fiscal Responsibility Commission in institutionalising its Strategic Plan.
Kassim described the Commission as a critical partner in promoting transparency and accountability in Nigeria and expressed optimism that the Strategic Plan would be fully integrated into the Commission’s operations before the end of the year.
Also speaking on behalf of BudgIT Country Director, Mr. Vahyala Kwaga, representative of the civic technology organisation, Mr. Thaddeus Jolayemi, commended the Commission for its openness to collaboration and reform-driven engagement.
BudgIT praised the leadership style of Acting Chairman Charles Abana, describing his engagement with civil society and reform stakeholders as constructive, accessible, and forward-looking.
The organisation noted that anti-corruption and fiscal institutions must move beyond combating corruption to building sustainable systems that institutionalise transparency, accountability, and prudent management of public resources.
BudgIT also acknowledged the contributions of International IDEA and the European Union-funded RoLAC Programme in strengthening democratic governance, accountability frameworks, and anti-corruption systems in Nigeria through sustained institutional support and technical partnerships.
The retreat is expected to produce actionable resolutions and strategic frameworks that will guide the Commission’s operations and priorities in the years ahead as it works to strengthen fiscal discipline and deepen public trust in governance.
