
Patrick Eka is the Acting Head of the Directorate of Legal, Investigation and Enforcement of the Federal Fiscal Responsibility Commission Abuja.
He holds a Bachelor of Law Degree from Benue State University and a Diploma in Mass Communication from the University.
With over 19 years of post call to Bar experience, and biased in public interest litigation, Patrick has developed deep knowledge in fiscal responsibility, budget analysis, debt sustainability analysis, medium term expenditure framework as well as fiscal risk analysis. Born on 4th October 1970 in Jos, Plateau State capital. I attended Township Primary School Jos and thereafter, Government College Keffi, Nasarawa State. I proceeded to Federal Polytechnic Nasarawa where I obtained National Diploma in Accounting in 1990. I subsequently gained admission into University of Jos and graduated in 1995 with a BSc. Accounting. I also obtained MSc. in Accounting and Finance from Nasarawa State University in the year 2014. I was posted to serve in United Bank for Africa (UBA) Plc, Abuja branch, during my NYSC programme in the 1995/96 service year. Thereafter, I took up appointment with the Federal Polytechnic Nasarawa between 1997 and 1998 as Assistant Lecturer. In 1998, Nigerian Telecommunications Limited (NITEL Ltd) offered me appointment as Finance Officer II and rising through the ranks to Senior Finance Officer I in 2007 and disengaged in 2009. I joined the Fiscal Responsibility Commission (FRC) in 2011 as Senior Investigation Officer. Through the ranks, I am currently an Assistant Director (Finance and Head of Internal Audit Unit of the Commission from 2021 to date.
Chinemerem Uzoma UGOH is a dynamic and result-oriented administrative and protocol management professional with over 20 years of progressive experience in government administration, public relations, protocol coordination, research, communication, and executive support within high-level public institutions in Nigeria. He possesses extensive expertise in protocol operations, international relations coordination, travel and consular services, public sector administration, conference and event management, speech drafting, research documentation, and stakeholder engagement.
Ugoh, C. U has demonstrated track record of working with senior government officials, including the Presidency, National Assembly, SERVICOM, and presently Fiscal Responsibility Commission. Adept at coordinating diplomatic engagements, managing executive schedules, organizing national and international conferences, handling visa and consular processes, and supervising administrative and logistics operations. He is noted for professionalism, organizational efficiency, strong communication skills, and the ability to work effectively in demanding and result-driven environments.
Ugoh Chinemerem holds a Postgraduate Diploma in Journalism from the International Institute of Journalism, Abuja, and a BA (Hons) in Translation and Conference Interpretation (English/French) from Abia State University. Fluent in English, French, and Igbo, with strong interpersonal, leadership, and problem-solving abilities. He is experienced in policy support, customer service delivery, performance management, and public sector reforms, supported by numerous professional trainings and participation in national strategic projects and presidential programmes.
He joined the Fiscal Responsibility Commission in 2010 and has been part of the success story of the Commission. He is presently the Head of Protocol and SERVICOM at the Fiscal Responsibility Commission (FRC). He is very happily married to Obiamaka Nkemdirim Ugoh and the marriage is blessed with four children.

Fatima Binta Abubakar is an administrator of over fifteen years in public service who heads the Secretariat of the Commission; a position held since December 2013. She has leadership experience in public administration, governance reform, and institutional strengthening. Ms. Abubakar is adept at driving organizational transformation, optimizing systems, and coordinating inter-agency collaborations that enhance transparency and fiscal responsibility. She sits in several inter-agency committees focused on the anti-corruption agenda as well as fiscal reforms.

My name is Ibrahim Bello, a graduate of Economics from Usman Dan Fodio University, Sokoto, with master’s in business administration from Bayero University, Kano. Having worked with different government agencies, I started working with the Fiscal Responsibility Commission as Principal Research Officer and rose to the level of Deputy Director. I’m currently the head of the Planning, Research, and Statistics Directorate of the Commission.
I’m a member of the following professional bodies: Chartered Institute of Economics, Institute of Certified Public Accountants of Nigeria, and Nigerian Economic Society. Married with children, I enjoy reading, travelling and learning.
Bello Aliyu Gulmare was born into the family of Aliyu and Aishatu Gulmare in Gulmare town of Gwandu Local Government of Kebbi state.
He attended Sultan Ibrahim Dasuki Model Primary School Sokoto and obtained his primary school certificate in 1983. He attended the prestigious Nagarta College Sokoto for his SSCE between 1983-1989. He attended the Ahmadu Bello University Zaria between 1990-1997 where he bagged his Bachelor of Science degree in Quantity Surveying in 1997.
He later bagged Postgraduate Diploma in Management and Masters in Business Administration at Usman Danfodio University Sokoto in 2001 and 2008 respectively. He is currently pursuing his PhD in Public Finance and Governance at ANAN University Kwal.
He is a Registered Quantity Surveyor and a Fellow of the Nigeria Institute of Quantity Surveyors and currently the Head, Monitoring and Evaluation Directorate of the Fiscal Responsibility Commission.

Bede Ogueri Anyanwu, MNIPR, FCAI, MCAB is an accomplished Nigerian communications professional and public relations practitioner with extensive experience in strategic communication, media relations, and stakeholder engagement. He currently serves as the Head of the Strategic Communications Directorate at the Fiscal Responsibility Commission, where he leads the Commission’s public communication initiatives aimed at promoting fiscal responsibility, accountability, and transparency in public financial management.
He obtained a Higher National Diploma (HND) in Mass Communication from the Institute of Management and Technology (IMT), Enugu in 1998. He subsequently completed his National Youth Service Corps (NYSC) programme at the Public Relations Office of the Jigawa State Ministry of Works and Housing, Dutse, between March 1st 1999 and February 17th 2000. In further pursuit of professional and academic excellence, he earned a Postgraduate Diploma in Journalism from the International Institute of Journalism, Abuja an affiliate of the University of Maiduguri, in 2015, and later obtained a master’s degree in mass communication from the National Open University of Nigeria (NOUN) in 2020.

Born in Lagos on the 8th of August 1972, Charles Chukwuemeka Abana obtained a Bachelor of Laws Degree from the University of Nigeria, Enugu Campus and was called to the Nigerian Bar on the 25th of February, 1998. He subsequently completed and obtained
a master’s degree in international law & diplomacy from the Faculty of Law, University of Jos in 2010. He hails from Nri, Anaocha LGA of Anambra State
WORKING EXPERIENCE.
He began his working career in 1998 during the period of his National Service Corps Program (i.e. 1st tier batch 1997/98) and worked as a Pupil Counsel in the Law firm of K. Magaji & Associates, Bauchi, Nigeria. In November, 1999 he I joined the firm of Ben Ogbuchi & Co. in Bauchi as a junior Counsel in the firm and rose rapidly to the position of an Associate Counsel. By September, 2002, after receiving profound exposure in general legal practice, he set-up and registered the Law firm of Abana & Abana (Integrity Chambers) in Bauchi and assumed the position of Principal Partner thereof until October, 2010.
In October, 2010 he joined the Commission as one of its pioneer staff in the position of Assistant Chief Legal Officer. He shortly after became the Head of the Legal Unit of the Commission as Chief Legal Officer. On the 5th of December, 2013, following the expiration of the tenure of the pioneer Chairman/Commissioners at the Fiscal Responsibility Commission, he assumed the position of the Acting Head of the Directorate of legal, Investigation and Enforcement in the Commission and have since then been providing leadership and direction in the coordination of the very critical work of the Directorate, as the driving organ for ensuring compliance, including, designing and executing monitoring and enforcement mechanisms consistent with the provisions of the Fiscal Responsibility Act, 2007, including articulating, developing & revising Subsidiary Rules & Regulations pursuant to the Act for more effective enforcement thereof. In 2016, he was promoted to the position of Assistant Director (Legal) and continued to serve as the substantive Head of the Directorate. Thereafter, in 2020, he was promoted to the position of Deputy Director (Legal Services). In 2024, he became the pioneer substantive Director of the Directorate of legal, Investigation and Enforcement in the Commission with.
PARTICIPATION IN CAPACITY BUILDING PROGRAMMES
He has had the privilege of attending and participating in a variety of Conferences, Training Workshops, Seminars and Symposia within and outside Nigeria especially on various aspects of Public Finance Management as well as being a member of Nigeria’s mid-level delegation to the Nigerian-American Bi-National Commission Summit in Washington DC in January, 2020 as well as to the United Nations General Assembly (UNGA 80) in New York City in November, 2025. He has severally been engaged as a Resource Person/Panel Discussant in countless events organized by the Commission, Public Service Agencies, Professional and Civil Society Organizations/Institutions, whereat he made academic presentations on a variety of subjects.
ACTING CHAIRMAN, F.R.C (March, 2026-Date).
Following the expiration of the tenure of office of the second substantive Executive Chairman of the Commission on 24/02/2026, he became the Acting Chairman of the Commission by virtue of being the most senior substantive Director in the Commission and has, since then, been steering the affairs of the Commission.
