The Fiscal Responsibility Commission (FRC) has adopted the Roadmap for the Implementation of its 2026 Output Calendar, a major outcome of its three-day 2026 Management Retreat held at Zuma Rock Resort, Abuja-Kaduna Road.
The retreat brought together the Commission’s management and senior officials to review institutional priorities, strengthen operational effectiveness, and align implementation strategies with the Commission’s new Strategic Plan. The programme was supported by the Rule of Law and Anti-Corruption (RoLAC) Programme, International IDEA, and BudgIT.
Speaking at the closing ceremony, the Acting Chairman of the Fiscal Responsibility Commission, Barrister Charles Chukwuemeka Abana, Esq., described the retreat as a significant milestone in the Commission’s institutional development and a defining moment in its ongoing reform agenda.
He said the retreat provided an opportunity for strategic reflection, collaboration, and planning aimed at enhancing the Commission’s capacity to effectively implement its mandate under the Fiscal Responsibility Act, 2007.
Strategic Direction
The retreat was held under the theme, “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan.”
According to Barrister Abana, the Strategic Plan provides a clear framework for institutional transformation, measurable performance, and sustainable service delivery.
He noted that the Commission is committed to becoming a more proactive, innovative, and results-oriented institution in promoting fiscal discipline, transparency, accountability, and prudent management of public resources.
The newly adopted Strategic Plan will focus on:
– Strengthening monitoring and enforcement mechanisms.
– Enhancing stakeholder engagement.
– Deepening collaboration with relevant government institutions.
– Leveraging technology to improve operational efficiency.
– Building institutional and human capacity across the Commission.
New Vision and Mission
As part of the Commission’s renewed strategic direction, the Acting Chairman unveiled new Vision and Mission statements.
Vision
“To be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development.”
Mission
“To promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”
Preparing for Emerging Fiscal Responsibilities
Participants reviewed the Commission’s statutory responsibilities in the context of evolving fiscal realities and explored strategies for improving institutional coordination, compliance monitoring, staff productivity, innovation, and accountability.
The retreat also featured technical sessions designed to strengthen management capacity in organisational process improvement, process mapping, problem-solving methodologies, digital transformation, and the application of Artificial Intelligence (AI) within fiscal governance.
Barrister Abana further disclosed that the Commission would play an expanded oversight, monitoring, and accountability role in the implementation of Nigeria’s emerging tax reform framework. He stressed the importance of equipping staff with the knowledge and skills required to effectively discharge these responsibilities while supporting transparent and sustainable fiscal management.

The Acting Chairman expressed appreciation to the Rule of Law and Anti-Corruption (RoLAC) Programme, International IDEA, and BudgIT for their partnership and support, noting that their contributions were instrumental to the success of the retreat.
He also commended the Planning Committee and members of staff whose commitment ensured the successful organisation of the programme.
Looking Ahead
The retreat concluded with the formal adoption of the 2026 Output Calendar Roadmap and a renewed commitment by the Commission’s leadership and staff to implement the Strategic Plan with professionalism, integrity, teamwork, and innovation.
The Commission expressed confidence that the resolutions reached during the retreat will strengthen institutional performance, enhance fiscal oversight, and position the FRC to meet national expectations while advancing global standards of fiscal governance.
